Stephen C. Ross is Montage’s President, Chief Executive Officer & sole shareholder. He chairs the management team and has served in this capacity since founding the company in 1996.
Mr. Ross is directly responsible for land acquisition and investment, and excels in land valuation and land development feasibility analysis. Mr. Ross also charts the vision for each project’s site plan and product design, balancing the competing forces of consumer necessity, desirability, and affordability for each project. Mr. Ross has established Montage’s strong relationships with investors, lenders, advisors, suppliers, and subcontractors. Mr. Ross has successfully differentiated himself and Montage by practicing Socially Responsive Development, marked by both Montage’s proactive community outreach, and by Mr. Ross’ demonstrated commitment to improve the communities in which he builds.
Charles J. (Chuck) Francoeur serves as Montage’s Director of Development and is a senior member of the management team. Mr. Francoeur has served in this capacity since 1997.
He is responsible for entitling land for development and securing governmental approvals for all land and construction activities. He and his staff work closely with the local community and community groups, neighborhood councils, the council district offices, and other local government agencies. Mr. Francoeur presents and testifies before various government boards, committees, commissions, the Los Angeles City Council and Los Angeles Board of Supervisors. He leads Montage’s efforts to communicate the need for, and benefits of, Montage’s development projects.
Mr. Francoeur is a long time friend and associate of Mr. Ross. He served as an outside business consultant to Mr. Ross, from 1993 – 1997, during Ross’ tenure with Real Estate Spectrum and initial startup of Montage. He previously worked, from 1988 – 1992, as a Vice President in charge of residential and industrial real estate finance to Wilma Pacific, Inc. At Wilma Pacific, Mr. Francoeur completed numerous affordable housing projects. Prior to this time, from 1983 – 1988, he worked as Vice President and Director of Finance to the real estate development firm Westoaks Financial Group. Mr. Francoeur worked from 1979 – 1983 as a Vice President, Real Estate Lending Officer for Union Bank of California, as the loan officer servicing the lending requirements for Nathan Shappel, of S&S Industries, a leading national real estate development firm. Mr. Francoeur holds a B.A. degree in Economics and an MBA from the University of California at Los Angeles.
